This tool targets JPEG files specifically and squeezes them under 50 KB in your browser — the size exam portals and email signatures typically want. JPEG is the format most cameras and phones already produce, so you usually don't need to convert anything first.
JPEG is a lossy format: it saves space by discarding detail the eye is least likely to notice, and it groups pixels into 8×8 blocks. Compress it hard and those blocks start to show as faint squares, with haloing around sharp edges — the "artefacts" you see on over-compressed images. And every time a JPEG is re-saved it's re-encoded and loses a little more, so the fewer round-trips the better.
